Black Water

Black Water is the main setting of the game, a sprawling metropolis filled with crime and corruption. The people living in Black Water are just trying to make a living, but the city is controlled by powerful criminal organizations that exploit them for their own gain. The city is divided into several districts, each with its own factions vying for control of the streets.

Districts

Black Water is divided into several districts, each with its own unique characteristics and challenges. The factions are scattered throughout the city, and players will need to navigate through these districts to complete their missions. The districts include:

Little Italy: The heart of the Italian community in Black Water, Little Italy is a poor but vibrant district of the city with restaurants, cafes, and shops. The district is controlled by the Mangione crime family and represents the heart of the crime family's operations in the city. Business conducted in Little Italy isn't allowed without the family's approval, and those who try to operate without their blessing aren't likely to last long.

The Docks: The industrial heart of Black Water, where goods are imported and exported. The Docks are controlled by the Dockworkers Union, a powerful organization that has a stranglehold on the city's economy. It's run by the ruthless union boss, Big Tony Fortuna, who spun-off from Don Mangione's organization years ago. Though they are no longer affiliated, they still maintain a working relationship with the Mangione crime family, despite the occasional turf war. Don Mangione wouldn't dare to mess with the Union, for fear that a turf war would disrupt the flow of goods in and out of the city, as well as spill over into the public eye and create unwanted attention from the authorities.

Platinum Hills: The wealthiest district in Black Water, home to the city's elite. Platinum Hills is controlled by the wealthy elite, but real power lies with Giovanni Fierro, an enigmatic figure known as the "The Shark." The Shark controls the district through his criminal affiliations, using his wealth and influence to manipulate the city's political establishment. The Shark is a master of information and has eyes and ears everywhere, making him a dangerous adversary for anyone who crosses him.

The Slums: The poorest district in Black Water, where the city's most vulnerable residents live. The Slums extend across three districts including: Uniontown, Glendale, and Newport. They're controlled by the street gangs, who fight for control of the district's resources and territory. The gangs are constantly at war with each other, and the districts are a dangerous place for anyone who wanders in. The police rarely venture into the Slums, and leave the residents to fend for themselves. It's a place where the strong prey on the weak and survival is a daily struggle, but also a great place to hide from the law.

The Underworld

The crime organizations in Black Water operate in the shadows, as well as in plain sight. It's a running joke for the residents of Black Water that the crime families are where the real power starts and ends. The main factions in the city are:

  • The Mangione Family
  • The Dockworkers Union, run by the Fortuna Family
  • The Fierro Syndicate

There's also a number of smaller gangs and criminal organizations that operate in the city, concentrated in the Slums. These groups aren't affiliated with the major factions, but they still work for or against them depending on the situation. The smaller factions are run by their respective leaders, who are always looking to expand their influence and power in the city. The main gangs include:

  • Bugsy Madigan's Crew
  • Mickey Weiss' Gang
  • The Vipers
  • The Black Rose Crew
